Download issue encountered on a particular website

Today, I have successfully remedied the "Download issue encountered on a particular website."

Observed: User can able to access the website without any issues, unable to download the file from the website. Multiple users in different locations are facing the same issue.

Analysed:
+ As per the basic troubleshooting cleared the cache, close the browser then again tried to download the file, but still issue persists.
+ Checked the logs in Firewall and Web (Zscaler) side as well. No logs in firewall, Zscaler logs are allowed for the particular URL.
+ From the website owner everything is working fine with the same credentials and also can able to download while using outside of the organization network.

Hypothesized:
+ As per the all analysis and effect on the multiple users, confirmed the issue might be resides in Proxy/Firewall or from the web server due to lack of proper permissions to access the file from organization network.

Tested:
+ Checked the Test-NetConnection from the windows PowerShell to confirm the TCP is successful.
+ Extracted the HAR file from the browser and analysed, found out when user trying to download the file getting 403 error. while rest http requests every time getting 200 Ok.

+ A "403 Forbidden" error is an HTTP status code that indicates that the server understood the request, but it refuses to authorize it.
+ As per the response code, the issue might be from the server side in lack of proper permissions to download the file or settings employed in the web proxy.

Resolved:
+ While thoroughly analysed the HAR file, the packet with 403 Error resulting because the website is redirecting to another URL for downloading the file
+ I've checked in the Zscaler proxy logs for the redirected URL, the traffic is with the policy action "Not Allowed to upload/download encrypted or password-protected archive files".
+ https://lnkd.in/gwhEHJsM, using the policy reasons website, found out reason for the Policy Action is "The file was blocked because it was encrypted or password protected as Zscaler unable to scan for the viruses which the default option enabled for Malware Protection".
+ Proceeded with raising Zscaler request to bypassing the proxy blocking.

Grasped:
+ How to troubleshoot the problem preventing file downloads from a website
+ Default behaviour of Zscaler malware protection for the password protected files
